in cooperation with
Cavite Regada Water Festival Committee
proudly presents
Background:
We are using a Point of Divergence (POD) in the historical timeline as the basis of this game scenario, which is set in present time. The divergence occurred on August 10, 1945 in which the Japanese Imperial Army did not surrender to the Allied Forces during the conclusion of World War II, but instead a mutual cessation of hostilities was reached among the involved countries. Japan, as part of the cessation agreement, was given the right to continue annexing key Southeast Asian countries – including the Philippine Islands. Imperial Japan turned these countries into their commonwealth and had installed military government to rule over the people.
It’s been unusually quiet in the city of Cavite during the past week. The calm before a storm - reflects General Fujimori, the provincial governor for the Japanese Imperial Army (JIA). Though in charge of keeping the peace – he is more interested in keeping the people subverted to instill the will of the empire – a duty he has not taken lightly. He had developed a reputation for his summary execution and no non-sense approach in governing his province – the Iron Fist of Cavite. He has also developed an intricate network of spies to monitor the people. A recent report from the field had raised some concerns. Reports from his spies that a militant group calling themselves the New Katipunan (NK) is planning a big revolt during the upcoming Regada festival. The report also indicated that the 13 leaders of this group will be present in the city during the festival. This is not the first time they have caused trouble. The other provincial governors have reported skirmishes with this group. They have harassed several outpost, ambushed military convoys, looted military supplies, they even tried to sabotage an ammunition depot. General Fujimori’s commanders have assured him that they are just a bunch of opportunistic brigands and not to be too concerned. The skirmishes report does not bother him as much, what concerns him was a recent report from Malacanang Palace that several shipments of 105mm Howitzer shells went missing en route to Batangas province. He is very much aware on what’s going on in Iraq, the US occupation, and the possible effects of Improvised Explosive Devices (IED) could have on his troops. He had studied the revolutionary history of the Filipinos, their tenacity to gain freedom and their ability to overcome the odds. It seems he has an insurgency on his hands and he’s not about to make the same mistake his predecessors made.
General Shinji Fujimori had been stationed in this forsaken country for 8 long years. The only thing he’s grown accustomed to is the annual festival where everyone in the city comes out, throw water at each other to celebrate their patron saint San Juan – a water festival the people called Regada. It reminds him of a Shinto festival held at their village in Japan when he was young – the only connection he has of his homeland to this place. This news of this revolt is not about to ruin the only thing he's grown fond of in this country. He ordered his field commanders to rout all suspected members of the New Katipunan before the festival – they will be made an example of.

Game Setup:
Two types of games will be run concurrently – a force-on-force game and objective based missions. This means you as a player (or team) can decide if you just want to shoot it out with the other team or take on a mission for your side. Missions will be set using these basic rules:
* Missions will be given on a first come-first serve basis
* Teams requesting a mission must meet the requirements set forth by the mission profile (i.e. number of team members)
* Missions will be release by Game Control at different intervals during the game evolution; they will be given to the CO of each team which will then assign to requesting teams
* Mission objectives must be completed during the time frame allotted as per mission profile (OPORD)
* Outcome of a mission will have a major affect on each side
We feel that this setup will enhance everyone’s playing experience by allowing you to choose how you want to play your game. This will also make mission objectives more intricate because you have to accomplish them while you are in the middle of a full on force-on-force war!
Area of Operations (AO) Description:
Approximately 18 hectares of semi-loose dirt and fine gravel with undulating to relatively flat terrain. Overgrown grass and sparse trees. Good amount of natural cover. The field is also littered with man-made objects like construction equipments, shipping containers, pipes and pylons, including a functional floating barge.
Weapon Restrictions:
* All AEGs must fall within the CAA FPS Rules
* Unlimited number of Low, Mid or Hi Capacity magazines allowed for non SAW weapons; Box, C style or motorized mags are not allowed unless it is a designated SAW weapon
* Only 1 Designated SAW gunner per Team entry (Lone wolves cannot enter as SAW Gunner)
* Designated SAW must be an exact replica i.e. M249, M60, RPK (do not bring an M4 with a box mag or a Spetz with a round mag!)
* Under Barrel Grenade Launcher (UBGL) allowed; BB showers only; Rocket rule not in effect
* Designated Sniper Rifles (AEG or Springer) are allowed but must fall within the CAA FPS rule (no separate FPS rule for snipers)
* GBB and AEP allowed (Green gas only for GBB please!)
* Absolutely no GAS powered airsoft rifles allowed!
* NO PYROTECHNICS ALLOWED (smoke, grenade, claymore, 5-Star, Piccolo, Super-Lolo, Sinturon ni Hudas, etc.)
Rules of Engagement (ROE):
* This is a game of Honor – call you own hits (any zombies or cheaters caught will be automatically ejected from the game)
* Use of protective eyewear is mandatory (ANSI rated goggles, glasses). Please leave your home made eye protection at home! Eye protection must be worn at all times
* 1 BB hit kill in effect; any part of your body or gear is hit, you are considered hit; weapon hits are not considered hits
* No Blind Firing
* No Hit Calling (bawal ang pikon)
* Dead players cannot be used as human shields!
* Electronic Warfare or Electronic Eavesdropping are not allowed; anyone caught doing so will be ejected from the game
* Use trigger discipline; Unnecessary or excessive shooting of a hit player that is deemed unsafe by the Marshals can be a cause for game ejection
* Dead players DO NOT TALK!
* ANY SORT OF FIGHTING WILL NOT BE TOLERATED; ALL PARTIES WILL BE EJECTED FROM THE GAME AND TURNED IN TO THE LOCAL LAW ENFORCEMENT AUTHORITIES
* Real firearms cannot be brought to the game site (leave them in your car); only knives with less than 3 inches of blade will be allowed (i.e. Leatherman tools – no K-Bar!)
* NO SHOOTING BELOW 12 FEET – minimum engagement distance (If you can read the team name on his patch or the brand of his vest – you are too close!) Use the Surrender or Parlay rule!
* Surrender/Knife Kill/Bang-Bang Rule in effect; you can surrender another player by calling them out when you have passed the minimum shooting distance (i.e. “bang!-bang! Hit ka na”); this must be done from their back or flank and the opposing player must not know you are there. Any questionable surrender kill will be ruled by game control with both players considered hit.
* Parlay Rule in effect; if both players run into each other head on or in a converging arc and has reached the minimum engagement distance (“nagkabulagaan”); either player can call “Parlay” and both players must walk back 50 feet in the opposite direction and then re-engage. This is a safety rule. A parlay cannot be called on someone who is in an obvious tactical advantage i.e. behind a cover or is setting for an ambush. This can only be called if both players “ran” into each and not a player running into an ambush or fortified position. Any questionable call will favor the player with the tactical advantage (behind covers) and the other player will be considered hit
* Any issues between players must be brought up by the team leader to the Head Marshall or Game Controller. The TL will act as the representative for their party during arbitration
* Head Marshall/Game Controller’s decisions are FINAL!
Regen Rules:
All players will carry a safety card with 5 available regens. Each time they are hit – they must go to a designated game Marshall to Regen. The marshal will punch 1 hole on the safety card each time a player regen. After 5 regens, your safety card will be expired and you will not be allowed to rejoin the game. You are however allowed to purchase a new safety card with 5 regen from the game cashier for 50 pesos which will enable you to rejoin the game (this will also entitle you to an additional raffle ticket).
* When you are hit, yell out “HIT” and immediately raise your hand or weapon signifying the other players you are out of the game (the use of a red rag or red handkerchief is highly encouraged); also if possible, immediately remove yourself from the line of fire.
After you have acknowledged your hit, there are three(3) options that can happen:
* You can sit on the spot and wait for 10 minutes (bleed-out time); after 10 minutes you can stand up and can walk back to the Mobile Regen Point (MRP) and have the game marshal regen you. (After a bleed-out, a player cannot be rescued or captured)
* After 1 minute, you can yell “MEDIC” – in which your fellow team mates can come to you, put your arm around their neck and then he can help you walk back to the MRP (both casualty and rescuer cannot run while this is being performed). A Rescuer can only carry one casualty at a time. During the rescue, the casualty cannot shoot back and must maintain contact with your rescuer. The rescuer is allowed to engage the enemy but cannot use the casualty as a shield. If both players are hit, then both are considered casualties. Any of the 3 possible actions will now be applied to both players. If both rescuer and casualty successfully reach the MRP, the game marshals will regen the player and he can rejoin the game.
* After you are hit – an enemy can walk/run up to you and take you as a POW. They must take the casualty back to “their own” MRP using the same rules and procedures as rescuing a casualty. Once at the enemy MRP, you will be regen by the game marshal and sent back to your Forward Operating Base (FOB). After reaching your FOB, you can go back and rejoin the game. The game marshal will keep track of how many POW each team has captured and will be relay the info to Game Control. Every POW captured will count to favorable Intel given to the capturing team.
